- Discussions are needed with the Federation of Palestinian Chambes of Commerce, Industry, and Agriculture (FPCCIA), together with the Ministry of Labor, to explore the potential role of employers in the West Bank and Gaza in strengthening market access opportunities for cooperatives.
The ILO welcomes this recommendation and acknowledges that improved access to markets is critical for the sustainability and growth of cooperatives. Under the CSP programme, market access and commercialization support were not defined as primary objectives, as the programme adopted a multi-level approach with a stronger focus on macro- and meso-level interventions, including institutional strengthening, policy support, and capacity development systems. At the micro level, support to cooperatives was primarily centered on governance, organizational development, and business capacities. Nevertheless, the ILO facilitated, on a limited scale, the participation of cooperatives, particularly women-led cooperatives, in trade fairs and exhibitions, providing initial exposure to markets. Building on the achievements and lessons of the CSP programme, the ILO has since expanded its support in this area through additional funding from the Ministry of Labour and Social Economy of Spain. This has enabled targeted interventions focused on marketing and digital marketing techniques, aimed at strengthening cooperatives’ ability to promote and sell their products and services both online and offline. Going forward, subject to the availability of resources, the ILO may expand its support to include capacity development on branding, packaging, and market positioning, as well as facilitation of linkages with relevant market actors and participation in trade fairs and exhibitions.

The International Labour Organization representative Office and national counterparts should complement governance support with practical market-facing assistance, including branding and packaging, distribution linkages, buyer identification, and support for participation in trade fairs and exhibitions where feasible, prioritizing cooperatives that meet minimum governance and product readiness milestones.
