The ILO welcomes this recommendation and recognizes the important role that cooperative unions and representative bodies can play in scaling support services and ensuring the sustainability of interventions. Under the CSP programme, the ILO engaged with a range of representative bodies, including sectoral unions, particularly the agricultural union, as well as UCACS. Efforts were made to strengthen their institutional capacities, including through the development of service-oriented approaches and business models enabling them to better support their members. At the same time, the ILO acknowledges that engagement levels across representative bodies have varied, reflecting differences in institutional capacity, mandates, and operating contexts. While some organizations demonstrated strong responsiveness and commitment, others faced constraints that limited their level of engagement, including sensitivities related to the broader operating environment. The ILO agrees that further clarification and strengthening of roles within the cooperative support ecosystem is essential. In particular, it is important to better define and differentiate the respective roles of representative bodies and the Cooperative Work Agency (CWA), ensuring complementarity and avoiding overlaps. The ILO may further support to enhance the advocacy function of coop unions, enabling them to more effectively represent the interests of cooperatives and contribute to policy dialogue.

Recommendation 6: Clarify and strengthen the role of representative bodies in scaling cooperative support The International Labour Organization representative Office and the Ministry of Labour should agree a realistic engagement approach with cooperative unions and representative bodies, defining explicit roles for follow-up support, dissemination, and referrals, including structured entry points for the Union of Cooperative Associations for Saving and Credit and a feasible plan to broaden engagement beyond a single consistently responsive body.
