- ILO tripartite constituents have prioritized the social and solidarity economy within the new Decent Work and Recovery Program for the Occupied Palestinian Territory (OPT), 2026-2027, reinforcing the importance of tripartite support for continuing this work. In addition, under the CSP programme, the ILO engaged with the PGFTU in a targeted manner, particularly in the context of the care economy. Notably, the ILO supported the PGFTU in leading the implementation of the childcare cooperative model, contributing to its operationalization and demonstrating the federation’s potential role in advancing cooperative-based solutions linked to workers’ needs and access to care services. The ILO acknowledges that earlier and more structured engagement of the PGFTU could further enhance the effectiveness and coherence of interventions. In the future, the ILO will support PGFTU in implementing their employment strategy which has a dedicated component on the social and solidarity economy.

The International Labour Organization representative Office, the Ministry of Labour, and the Palestinian General Federation of Trade Unions should agree an explicit and feasible role for the federation in cooperative-related programming, such as awareness-raising on rights and responsibilities, linkages to workers’ concerns, and support to care economy initiatives where relevant, and integrate this role from the outset of future programmes rather than through late or ad hoc engagement.
