Recommendation 3: Into future EIIP design and based in ILO’s tripartite mandate, establish structured transition pathways from public works and training to sustained employment. Future EIIP phases should incorporate formal employer partnerships, apprenticeships, and sequenced support mechanisms to facilitate durable labour market integration. These should be institutionalised in trusted partnerships, with a long term perspective.
