Recommendation 5: Introduce systematic project and post-project outcome monitoring and risk tracking. Future interventions should expand monitoring to the Outcome level and institutionalise post-project monitoring of results (tracer studies, business survival tracking), and structured monitoring of employment and sustainability risks beyond project completion.
