The project recognizes the need to document and formalize the inclusive value chain partnership model developed under PAVE. As the project concludes, efforts have focused on capturing lessons learned, successful practices, and operational approaches as knowledge products and case studies to support replication in future programming, particularly the GROW project. Broader institutionalization at the regional level will mainly occur through knowledge dissemination and integration into GROW.

Recommendation 1 (High Priority): Institutionalise the Inclusive Value Chain Partnership Model The inclusive economic development model that has evolved, collaboration and coordination among the 03 key stakeholders (BDS providers, Private companies and the CBOs / Communities) in VC implementation should be systematically reviewed, documented, and formalised as a case study on private sector integration in local economic development. Future interventions should formalise these partnerships through tripartite or multi-stakeholder agreements that clearly define roles, responsibilities, risk-sharing arrangements, decision-making processes, and dispute resolution mechanisms. Formalisation will strengthen accountability, safeguard community interests, and enhance sustainability beyond project timelines. ILO should support replication of this partnership model in future value chain interventions.
