Capacity building has been a foundational element of PAVE and the evaluation rightly highlights the need for it to be positioned as an entry point rather than a parallel activity, particularly under the GROW project implementation, it will further strengthen early-stage stakeholder orientation, institutional strengthening, and role clarity across BDS providers, CBOs, cooperatives, and private sector actors to foster stronger ownership, trust, and implementation readiness from inception. Future projects, particularly GROW, will position capacity building as a cross-cutting theme from project inception by strengthening early stakeholder orientation, institutional readiness, and role clarity among BDS providers, CBOs, cooperatives, and private sector actors.

Recommendation 4 (Medium Priority): Embed Capacity Building as a means in Mobilising Value Chain Implementation Capacity building of the BDS providers, private sector partners and the CBOs / Communities should be made an integral part of the value chain implementation and ideally as a starting point of the process. Evidence suggests that such processes intuitively bring in necessary mobilisation, familiarisation and clearly define the coordination and responsibility lines among the stakeholders. The process being organic, the stakeholders develop a natural buy-in for their stake without having to impose externally.
