- Future value chain interventions, including GROW, will strengthen preventive safeguards by embedding transparent pricing, procurement standards, and clear compliance mechanisms to ensure fair and balanced market participation. These measures will be designed to reduce risks of market distortion while promoting equitable engagement between private sector actors and producer communities.
In addition, oversight and coordination functions will be strengthened through an appropriate regional coordination and monitoring mechanism, which can serve as a practical platform for stakeholder accountability, early issue detection, and protection of community interests, particularly in value chains with strong private sector involvement.
Future value chain interventions, including GROW, will strengthen transparency, pricing clarity, procurement standards, compliance monitoring, and stakeholder accountability mechanisms, supported by structured regional coordination and oversight platforms to ensure fair and balanced market participation while safeguarding community interests and mitigating risks of market distortion.

Preventive measures should be introduced to mitigate possible risks of private sector dominance and market monopolies, including monitoring mechanisms, compliance standards, and transparent pricing and procurement arrangements in the value chains.
Active oversight by ILO / PAVE and regional institutional mechanisms would be critical particularly in monitoring such developments during early implementation stages. The establishment of a compliance and coordination body that formally binds all stakeholders is essential to safeguard community interests and prevent risks of exploitation or increase in vulnerability, particularly in value chains with strong private sector participation. The Regional Coordination and Monitoring Mechanism proposed under Recommendation 2 provides a practical and appropriate option to serve this compliance and coordination function, ensuring transparency, accountability, and equitable participation across all stakeholder groups.
