Proper procedures were consistently followed throughout implementation, with compliance, transparency, and sustainability treated as core principles of the project. Project planning and timelines already took into account the administrative processes required for such approvals. Any delays experienced were mainly due to external institutional procedures beyond the project’s control, rather than gaps in planning or compliance. Therefore, while the recommendation reflects an important general principle, it does not represent a gap in project implementation. The project has always been and will continue to ensure full compliance with all legal and regulatory requirements related to land, facilities, and infrastructure, while incorporating necessary administrative timelines into planning and implementation processes as standard practice.
