A
tripartite symposium around this year's theme was organized as well as
mass media activities and press releases in the week preceding the main event.
These joint activities were planned by a tripartite taskforce under the
auspices of the ILO. The Minister for Labour and Social Affairs was
invited to deliver the Key Address and lead in the lighting of candles. Other
speakers included the Director of the Subregional Office, and the Presidents of the
workers’ and employers’ organizations. The symposium was planned for about 150
participants.

Office Antananarivo: Madagascar

Activities in
partnership with the government and with the national social security office
took place. The media response was very positive. Not only did the press publish the
Director General's message, but it was broadcast on television in the main news programme.
TV and radio interviews were also given by local officials.

A joint
meeting was held which brought together the ILO tripartite
constituents (government, employers, workers), private institutions, NGOs,
media and other stakeholders working in the area of safety and health.

Feature
articles on this year's theme were published and TV/Radio interviews given to the local stations.

Egypt
|
Activities were
organized in cooperation with the Federation of Egyptian Industry.
Participants were invited from Ministries of Labour, Industry,
Environment, Health, the Egyptian Trade Union Federation, and other interested parties
such as universities. The day was devoted to presentations and
discussions around two main topics: chemical safety and safety in the
construction industry.

Zimbabwe

A march took place from the Graniteside Industrial Park into the city to the location
of a construction site where 15 employees lost their lives on 2 December 1999. There were
a few minutes silence before the march proceeded through the city to the headquarters
of the Ministry of Public Service, Labour and Social Welfare.
The march was led by an ILO banner advocating 'Safety Culture at Work. A number of
companies had mobile floats that carried banners with messages of commitment to
occupational safety and health.
At the offices of the Ministry, the Director of ILO's Harare Office, Mr. Flechsenhar, read a speech
of solidarity highlighting the significance of this day. Other speeches were given by the
tripartite social partners.
The event attracted nationwide press and media coverage.

Africa

The Day was
observed at a dam where several workers drowned during Workers' Day (May Day)
celebrations last year. 500 invitees converged here. There were
addresses by the government, the business community, the labour movement, the
local community and the ILO. A wreath laying ceremony and candle lighting
were observed. Informative pamphlets were distributed and a press
conference took place. There were build-up activities too, for example
press interviews.

MCOT Radio, FM 100.5, “Joh Krasae Lok” current affairs programme: interview in Thai with
K. Pongsri Phantumvanit, Deputy Director of the Sub-Regional Office - Bangkok
live on Sunday 25 April at 20.10 hrs.
TV 11 “Thai-Oz Talk with Jaye Walton”
: English programme which is transmitted through TV11 in Thailand and neighbouring countries,
through Global Network to 158 countries, and on Australian TV 31 (RTV/Renaissance Television)
in Melbourne and Sydney. The ILO provided a 7 minute interview with an ILO specialist on occupational safety and health
which was aired on 8 May.

The ILO office in Hanoi
translated and printed the report " Safety in numbers - pointers
for a global safety culture at work" and distributed this report to
all labour inspectors and occupational safety and health officers.
Department of Occupational Safety took action to respond to World Day
for Safety and Health at Work similarly to last year.

Office Beijing: China
|
The State Administration for Work Safety (SAWS) organized
a symposium of experts on 28 April in concert with the ILO to mark the Day. General director Mr. Wang
Xianzheng made a speech calling attention to World Day. The symposium was intended to set targets
on how to achieve improved safety and health at work in China.
The media were invited to report on the workshop and on related information on World Day. In particular, a daily newspaper
with a circulation of 100,000, distributed mainly in enterprises, carried articles on World Day.
As World Day coincides with the second anniversary of the implementation of the law on occupational
diseases, the Ministry of Health also conducted awareness raising activities around April 28.
As well as a week of dissemination activities, a TV series was shown on the prevention of occupational
diseases and CCTV reported some case studies of occupational accidents. In addition there
was a workshop for enterprise delegates and occupational disease experts.
The Director General of the ILO, Mr. Juan Somavia, was at the China Employment Forum and
promoted World Day in his address. There was a display of World Day materials
at the Forum at which more than 500 people were present.

|
A training programme for enterprises and exporters in Moradabad
(brassware industry) commenced on 28 April to coincide with the World Day. The training
programme includes modules on safety and working conditions
The Hindi version of the ILO Guidelines for Safety and Health in Shipbreaking were
introduced at a half-day meeting at Alang, Gujarat, India’s largest ship-breaking area, on the occasion of the
World Day for Safety and Health at Work. This newly adopted ILO tool is designed to provide
guidance to deal efficiently with numerous OSH issues in the ship-breaking operations that are
extremely dangerous with high rates of occupational injuries and diseases. The meeting was
planned in collaboration with the Directorate General of Factories Advice Services and Labour Institutes (DGFASLI).
Many communications
activities were also carried out, including writing feature articles for
national dailies and wire services and sending thematic messages for publication
in newsletters of professional bodies. In addition an article on the theme
appeared in the Development Supplement "UN and Health" of the UN Newsletter
published from New Delhi. Finally a large number of posters and stickers promoting
Safety Culture at Work were distributed through professional bodies, Government
agencies, employers' and trade union organizations for awareness raising.

In Lahore the CIS Centre (a member of SafeWork's global network of occupational health and safety
information centres) launched the Urdu translation of the International
Chemical Safety Cards (ICSCs) on the 28 April 2004 to coincide with World Day.

ILO Office Kathmandu: Nepal>
|
The ILO report "Safe Work and Safety Culture" was translated into Nepali as one
of the Kathmandu's Offices activities to celebrate World Day for the Safety and Health at work.
It will be published as part of a series of ILO publications in Nepal.

ILO Office Dhaka: Bangladesh>
|
The OHSE Foundation organized an Occupational Safety and Health Rally at 11.00am and a
Candle prayer at 7.00pm in the Muktangon area of Dhaka. A discussion meeting was also held.
A campaign poster was published on that day with the help of the Institute for Science of Labour
(ISL, JAPAN) and the Tokyo OSH Centre. Mr. Pong-Sul Ahn of ILO New Delhi joined
in some of the activities.

ILO Office Colombo: Sri Lanka>
|
A half day seminar was organized and a booklet launched on the 28th of April.
The collaborative partner was the Industrial Safety and Health Association (ISHA) which
is a tripartite organization initiated by the Employers Federation of Ceylon (EFC).
The booklet launched is called "Prevention of Industrial Safety and Health Hazards".
Copies will be distributed among the trade unions and employers' organizations to reach a broad public.
On the 28th of April, the launch was accompanied by a short seminar to mark World Day for
Safety and Health at Work. ILO Director Claudia
Conjearts made a keynote address highlighting the importance of occupational safety and health and Decent Work.
The new Minister of Labour was invited.
A media release and full coverage on the local news stations and press were also planned.

On April 28 a Tripartite Forum on Safety and Health at Work was held
at the ILO Office on RCBC Plaza, Makati City. There was also an exhibit to showcase
different programs in promoting safety culture at work and folders especially printed by the
Manila office to present World Day materials were distributed. The presentations at the Forum
covered the three subthemes for World Day and also included the following activities:
- showing a documentary film on safety and health
- short lectures on drug-free workplaces from the Bureau of Working Conditions
- HIV/AIDS Program of Employers' Confederation of the Philippines
- Workers' Perceptions of Companies with Core Labor Standards & Codes of Conduct in selected Economic Zones & Industrial Areas by Trade Union Congress of the Philippines
Other activities undertaken by tripartite constituents included:
- The Department of Labor & Employment's Occupational Safety and Health Center produced
radio programs on occupational safety and health to be broadcast on April 5, 12, 19 and 26.
A documentary film on occupational safety and health was shown on local television shows, and
press releases were distributed.
- The Trade Union Congress of the Philippines held a Memorial Candlelight on April 28

For the World Day for Safety and Health at Work the ILO Ankara Office organized a
half-day seminar which brought together representatives from the Ministry of Labour
and Social Security, the employer confederation, worker confederations and several NGOs
who presented their views. The topic of the seminar was the new occupational safety and health
regulations that
have gone into effect in the context of EU-accession and the new labour code. Issues
relating to these regulations were discussed with Ministry officials.
In addition,
the Turkish edition of the "Barefoot Research: A Worker's Manual for Organising On Work

The Federation of Institutions for Statutory Accident Insurance and
Prevention (HVBG) translated the report “Safe Work and Safety Culture” and the
ILO fact sheet. In addition more than a dozen awareness-raising activities took place in
several cities across the country, including vocational training on
labour protection in schools, exhibitions, lectures and even free hearing tests for the

in Construction took place. The Madrid office also conducted activities to celebrate
World Day for Safety and Health at Work.

In
collaboration with the Italian Workers' Compensation Authority the ILO Rome Branch Office (RBO) organized a conference
entitled "Creating and sustaining a safety and health culture" in Rome.
Representatives of the Ministry of Labour and Social Affairs, occupational health institutions as well as workers'
and employers' organizations were invited to participate.
This event, in its third edition, was intended to raise awareness about the importance of
promoting a safety and health culture at work. Data, statistics and other relevant information on the national and
international occupational safety and health situation were provided to Italian media and other participants.

|
Eurostat, the Statistical Office of the European Communities, launched on the occasion of
World Day for Safety and Health at Work, a report on “Work and health” in the EU using all the
available statistical data in this field for the period 1994-2002. Eurostat’s data are
complemented with data from other sources, especially from the European Foundation for the
Improvement of Living and Working Conditions. The publication provides a general picture of
working life and includes specific chapters on safety at work, occupational and work-related
diseases, as well as violence, intimidation and discrimination at workplace. Additional
information on the policy context and methodology is also available.

Serbia and
Montenegro
|
World Day activities in Belgrade, Serbia took place as part of
the "Programme for the National High-Level Tripartite Conference," which coincided
with World Day, bringing together social partners, government and labour ministers,
and international officials to discuss plans for updating the Serbian labour inspectorate
for the 21st century. Dr. Miroljub Labus, Deputy Prime Minister of Serbia, Mr. Slobodan Lalovic,
Minister of Labour, Employment & Social Affairs, Mr. Friedrich Buttler, ILO Assistant Director-General
for Europe and Central Asia, and Mr. Gerd Albracht, ILO SafeWork Head of Development of
Inspection Systems discussed the importance of modernizing occupational safety and health
and labour enforcement policies.
The conference is particularly significant in encouraging a growing trend in support of an accident
and illness prevention-oriented labour inspection culture that focuses more on tripartite collaboration
and guidance, rather than punishment and divisiveness.

Ukraine

Ukraine
organized a Week for Safety and Health at Work (April 22-28). This week started with the
public session the Committee of the
Parliament. Almost 250 participants from all regions and branches of industry, including
the construction and agriculture sectors, were invited. The State Committee made a presentation of the National Report on Occupational Safety and Health in Ukraine, which
was also sent to the ILO.
Before and during this Week a broad information campaign
was launched. National and
regional public and private TV and radio channels, newspapers had an important role to play.
The State Committee reached an agreement with the most popular national TV channel "Inter" on broadcasting regular information to
promote the events (prime-time, mass-media programmes). Data and examples
from ILO World Day materials
were broadly used for the information campaign and for the session of the Parliamentary
Committee.
On 28 April a
concluding meeting of the Steering Committee was held as well as a press-conference.

|
The Ministry of
Labour sent a letter to all 88 regions recommending them to organise
events to promote the 28 April. The National Occupational Safety and Health
Centres in Perm, St Petersburg and others organised conferences, seminars, safety competitions, etc. Active
constituents included the Labour Inspectorate, which organized regional
events in places like Murmansk, and some major Russian enterprises, such as
Udmurtenergy.
Russian journals,
such as “Labour Protection and Social
Insurance” (circulation 31.000) and “Social Protection” also promoted
the Day.

of the Russian Occupational Safety and Health Encyclopaedia at the Library of

On 28 April a seminar on
Occupational Safety and Health Seminar was held by the Ministry of Labour to accompany
the official opening of the labour inspectorate's new Occupational Safety and Health Information Centre.

Belarus

In Belarus a contest was held to find
the best enterprise or organization in the sphere of labor protection, with separate categories for
private and state-owned businesses. Articles were published in the mass media, and materials on
labor protection questions were placed on an Internet-site.
Materials on labor protection questions such as the new report on safety and health at work,
fact sheets, posters, and the emblem of the day were sent to tripartite partners and to enterprises.
In addition a round-table conference on "State of the conditions and protection of labor.
Ways to reduce industrial emergencies and professional disease" was held.

Georgia
|
A number of lectures were held
by the labour inspectorate in companies on the themes of World Day. In addition there was a
tripartite press conference.

Kazakhstan
|
In Karaganda a tripartite seminar
was held presenting the new occupational safety and health law in Kazakhstan. On 20 April an appeal
was launched by a tripartite commission for increased safety culture. The appeal was signed
by the Labour Minister and by senior members of the employers' and workers' organizations.

Kyrgyzstan
|
The Second Republican Conference on
Occupational Safety and Health, opened by the Vice Premier Minister of Kyrgyzstan, was held in
Bishek on 22 April. There were sixty participants, including two invited speakers from the ILO
Moscow Office.
In addition there were media activities, including a 20 minute interview on state television
with the Chief Labour Inspector.

The Lima Regional and Subregional Offices undertook the following

Argentina celebrates "Semana Argentina de
Seguridad y Salud en el Trabajo" (national week on
occupational safety and health) from the 21st to the 28th of April. A large number
of activities took place, including conferences, meeting and competitions.
- National Occupational Safety and Health Day was celebrated on 21 April
- National Congress on Occupational Safety and Health took place from 26 to 28 April
- A Special Commemoration took place on the 28 April itself involving
the Ministry of Labour and national and international trade unions (ICFTU members). High-level
representatives of governments, employers’ and workers’ organizations and the ILO from a number of Latin American
countries were present.

Office Brasilia : Brazil
|
The ILO office in Brasilia conducted a successful mobilization campaign
encouraging tripartite constituents and other partner institutions to stage events. They
also produced the stickers available on this web site, and translated much of the advocacy
material into Portuguese to be distributed at 28 April events. The following events were organized:
- Press Conference: ILO-Brasilia held a press conference on April 27th to present the
SafeDay report and deliver the advocacy kits to the press.
- Federal Government: the Ministry of Labour, the Ministry of Health and the Ministry of
Social Security jointly organized an event on the morning of 28 April
at which the ILO made a formal presentation and delivered the World Day advocacy kits to the
participants. To launch a national action programme on silicosis,
the Protocol of Intention on the Silicosis Programme was signed by the ILO and the
government of Brazil and 10 sets of the
ILO 2000 Classification of Radiographs on Pneumoconiosis were donated.
The three Ministers and the tripartite members of the National Social Security Council (CNPS),
from the FAT National Council (CODEFAT) and from the National Health Council (CNS) attended the event.
- The Ministry of Labour held a meeting in the afternoon of the 28th at FUNDACENTRO Headquarters
in São Paulo focusing on the silicosis programme. Local events were also organized and a
radio programme was broadcast nationally by RADIOBRAS. A video with the event in Brasilia was
produced to be sent to all partners in Brazil.
- The Ministry of Health organized a number of activities:
- under the auspices of the National Conference of Family Agents (approximately 5,000 participants from all
over the country), a national campaign was launched - Conte para gente, conte com a gente
(Tell us, count on us) to stimulate the notification of accidents and occupational diseases in
all health systems.

- cinema festival with the presentation of movies and a debate on occupational safety and health
- participation in a preparatory event on Workers' Day, being organized by CUT, in which
the Ministry of Health distributed material. During the event, some famous artists were
invited to make a statement on World Day for Safety and Health at Work during their shows.
- Two employer's organization - SESI and SEBRAE - organized a national videoconference on
occupational safety and health in small and medium enterprises on the 16th April. The ILO was
invited to address the conference to disseminate SafeDay materials. A ceremony for the
signature of a technical cooperation programme with SESI was also arranged.

Costa Rica
|
The Office in Costa Rica organized a TV programme, an electronic
bulletin and a national consultation with occupational safety and health
professionals and trade union federations on national priorities in this
field in collaboration with the Ministry of Labour, the National Safety
Council, the CERSSO, trade unions and associations of
occupational safety and health professionals.
In addition, the
'Organisacion Regional Interamericana de Trabajadores' (ORIT) hosted a 28
April candle commemoration ceremony in San José, Costa Rica for workers in
all of the Americas and Caribbean countries, with a special emphasis on
workers affected by HIV/AIDS.

Panama

The 28 of April
was declared National Day for Safety and Health at Work, in the
framework of launching a national safework programme in Panama. A number of
promotional activities were carried out before and during that day
including a national conference on occupational safety and health and a Tripartite forum with the
Interinstitutional Technical Committee of Health, Hygiene, and Security at
Work on April 22 or 23 because of elections in May. The activities
were developed in collaboration with the Ministry of Labour, national trade
union federations and the occupational safety and health associations of
professionals from Panama.

Office Tokyo: Japan
|
ILO Tokyo is holding a Japanese online forum on safety and health culture at work from 28 April
to 30 June. Japanese companies are invited to send examples of good
safety and health culture practices, new ideas and suggestions. As
reference materials the forum includes pages carrying Japanese translations of the World Day
fact sheet and report, the 2003 International Labour Conference Resolution on
occupational safety and health, the ILO's Governing Body
report proposing occupational safety and health for the 2005 International Labour Conference
agenda and a summary of the ILO Guidelines on occupational safety and health management
systems (ILO-OSH 2001). The
project is supported by Japanese constituents and other OSH organizations including the
Japan Industrial Safety and Health Association (JISHA), CIS National Centre. The main results
and some information collected by the forum is planned to be published in due course.

In addition, the Office worked with RENGO (the Japanese Trade Union Confederation) which hosted its 28 April activity in connection with the 2004 May
Day rallies that took place on 29 April this year. About 100,000 people were expected
to attend the rallies. On that occasion,
a special booth was set up at the site of the Central Rally in Tokyo,
calling for SAFE AND HEALTHY WORK FOR ALL
in conjunction with the World Day. Photographs and posters were exhibited and
promotional materials such as brochures and fact sheets were distributed.

A major airline
promoted World Day, particularly in its maintenance division.
Canada officially
recognises 28 April as Workers' Mourning Day and may be amending the Act to
have flags at all federal premises lowered to half-mast on the Day.
