The Geneva Event

A panel discussion on the theme "Creating and Promoting a Health and Safety Culture in a Globalized World" took place at ILO headquarters in Geneva from 10.30 to noon on Monday 28 April 2003. A summary of the debate is available here.

Mr. Antonio Peñalosa
Secretary-General of the International Organization of Employers (IOE)
Mr Peñalosa joined the IOE in 1978 and has been the Secretary-General of the IOE and Secretary-Coordinator of the Employers' Group of the ILO Governing Body and International Labour Conference since September 1999.

Mr. José Olivio Oliveira
Assistant General Secretary of the International Federation of Free Trade Unions (ICFTU)
Mr. Oliveira is a civil engineer specialized in bridges and reinforced concrete structures. A prominent trade unionist in Brazil, from 1996 to 2000 he was a member of the tripartite steering council of FGTS (a national foundation, covering unemployment insurance and housing projects). He has been an active member of the ILO Governing Body, and since October 2001 he has been Vice-president of COSATE (Comision Sindical de Asistencia Tecnica), a Commission of the Organization of American States.

Dr. Joachim Breuer
Managing Director of the German Federation of Institutions for Statutory Accident Insurance and Prevention - Hauptverband der Gerweblichen Berufsgenossenschaften (HVBG)
Dr. Breuer studied law before becoming a civil servant in the German Federal Ministry for Food, Agriculture and Forestry. He has been working in the area of Statutory Accident Insurance and Prevention since 1991. He is also president of the Mining Section of the International Social Security Association (ISSA).

Dr. Janet Asherson
Head of Health and Safety at the Confederation of British Industry (CBI)
Dr. Asherson's academic background is in medicinal chemistry and business studies. Her employment experience covers copper mining and industrial rubber products companies in Zambia, the UK's Health, Safety and Environment Inspectorate, health and safety management and production management in the pharmaceutical industry. Since joining the CBI in 1989 she has headed policy work in many areas. She currently works at the CBI as Head of Environmental Affairs covering environment, health, safety and energy policy issues.

Ms. Silvana Capuccio
Safety and health expert from the International Textile, Garment and Leather Workers' Federation (ITGLWF)
Silvana Cappuccio has been the Occupational Health and Safety Officer of the ITGLWF (International Textile, Garment and Leather Workers Federation) since 1996. During these years she has visited and worked in many countries of the Third World where she has conducted various educational programs and development actions for the workers of the textile sector. She graduated in Law from University of Messina before working for trade unions and she has worked for the Italian textile trade union of the CGIL since 1988.

Dr. Jukka Takala
Director of the ILO's SafeWork programme
A former senior factory inspector in his native Finland, Dr. Takala holds a PhD in occupational safety and health engineering from Tampere University of Technology. His experience with the ILO includes six years as Chief Technical Advisor in Asia and in Africa. He is the former head of SafeWork's Occupational Safety and Health Information Service, CIS.
